Community Services to Older Persons (60 plus) in Partnership with Local Councils

As part of its mandate to enable older persons to live in the community as long as possible, the Parliamentary Secretariat for Rights of Persons with Disability and Active Ageing provides community services for older persons living in the community that include Day Centres Services, Respite Care Services, and Night Shelter Services.

The Parliamentary Secretariat for Rights of Persons with Disability and Active Ageing is currently strengthing its community services for the elderly. It is the Government’s aim to increase the number of Day Centres in the Maltese Islands, increase the number of respite care beds in Malta which is presently failing to cope with the demand, as well as increasing different options of night shelter services in Malta and Gozo.

In the Government’s efforts to improve the present range of community services for older persons, the Parliamentary Secretariat for Rights of Persons with Disability and Active Ageing is hereby issuing an INVITATION that targets Local Councils to explore the possibility that more services are initiated in the community through Public-Private Partnerships. The non-government sector has a key role to play in the Government’s future vision for community services for older persons. A mixed financing system towards social and caring services has the potential to continue providing an increasing number of older persons with the optimal level of caring services they deserve.

Local Councils are thereby invited to communicate in writing a detailed PROPOSAL that details the available resources (such as structural edifices and human resources) that they would be able to contribute towards a Public-Private Partnership in community services in their locality, as well as envisioned forms of assistance they would require from the Parliamentary Secretariat. The key essence in Public-Private Partnership is that both parties invest their resources for the common good of prospective clients

Proposals titled Invitation for collaboration - Community Services / Local Councils should reach the Parliamentary Secretariat for Rights of Persons with Disability and Active Ageing, Palazzo Ferreria, Republic Street, Valletta VLT 2000, by not later than 20th November 2014 at 12.00 am. Requests for clarifications and submissions should be directed to Ing. Johnny Zerafa, who can be contacted on johnny.zerafa@gov.mt.
